It look like that Google wants to implement the ability to add comments for web pages you visit in the Chrome browser. A similar option already exists in the built-in PDF reader of the Edge browser. But the Search giant is adding it to websites.

In the PDF reader of Microsoft Edge, you can select some text, right-click it, and select “Add comment” from the menu.
A sticky note-like box will open, which you can use to type some text related to the selection. Once you save it with a checkmark button, the box will close.
But the next time you hover over the earlier selected text portion in the PDF, it will appear as a tooltip.
The same way notes may work for websites in Chrome. However, it may also work in a different way. For adding comments, Google may allow using the recently added side panel. Reportedly, the latter may automatically open once you right-click the selection on a page.
Sadly, there are no official information available at this moment regarding this upcoming feature. The final implementation may be quite different.
If Google plans to host Notes in the side panel, it may add a new drop-down option in addition to Bookmarks and the Reading list.
Obviously, Chrome will store web page comments locally, and sync them across users’ devices running Chrome under the same Google account. This way, notes will always remain under your fingertips.
Currently, the feature partially exists in the Chromium source code. The exact release date, as well as the final set of its features, are not known. Google is yet to announce it and roll out to Canary, Dev, and Beta channels of the browser before bringing it to the stable version of Chrome.
